There are a few simple, but important rules when it comes to link building, to appease the search engine gods, the directories and the social submission sites.
1 Variety
One of the most important link building rule is to make your link building appear natural, this means it must be gradual, from a variety of sites and contain a variety of text and key words.
2 Go Easy
If you attack one article directory with 100 articles but, that is your sole source of links then you will have looked like a spammer, something the search engines frown upon.
3 Spread The Love
Also if you throw out too many links in one day from all sources, then you will look unnatural, unless you can keep it up and increase it, which most sole operators fail to do.
4 Bookmark Smarter
It's fine to use social bookmarking sites to add some links but when 90% of your links are from social bookmarking sites, it looks and smells fishy. By all means use social bookmarks, but proportionally make them less than 20% of your links and definitely less than 50%.
5 Be Informative
Article directories are a great source of link building, but beware of putting links in the text and save it for the resource box. Don't write press release sounding articles, make them natural and informative and link in the author resource box.
6 Change Text
In the case if anchor text, always try to use a variation of your main keyword so that you're not just using one key word phrase in a link as it will look highly suspicious. also don't use anchor text all the time, sometime just use your url as that would be what some recommending your link might do.
7 Nofollow Is Good - AGH!
Nofollow links are important because they look natural. If all your links are dofollow ones, it's going to look like you were unnaturally seeking them out.

*Keep social bookmarks to around 20% of total links
*Alter your keywords
*Alter you anchor text at least half the time

There is no reason you couldn't do this with 3-4 hubs and have 3-4 pages with good pr at your disposal.
To rent a pr 4 link could cost you around $30 per month or even more and owning your own pr 4 hub will mean you can shoot a couple of targeted links from that page to the site of your choice.
One thing to remember is to turn off comments as the always contain links which dilute the value of your page.
Comments add to link dilution, unless they are nofollow comments and then they add a net value, although they can dilute keywords too.
